To discourage revelers from coming to the Isla Vista area of Santa Barbara County for Halloween, the City of Goleta is issuing short-term parking permits to distinguish between residents and visitors.
Many visitors often leave their cars in residential areas of the city and walk to Isla Vista to find a party.
The program is already underway, and will affect housing areas adjacent to the UC Santa Barbara campus.
Each resident will have up to two parking passes to display in their windows, while others without a pass will be cited or towed.
The new system will be in effect October 30 and 31.
The city will place electronic signboards and other notification methods around the area, and will also enforce a ban on overnight parking in large local shopping centers.
