Felon With Record On South Coast Surrenders After Police Chase And Standoff

It took the SWAT team to stop a man who led law enforcement on a multi-city chase that ended in Orange County yesterday. The convicted felon who was at the wheel of a Mercedes-Benz has a criminal history in Santa Barbara County.

The pursuit began in Laguna Beach when Richard Bloustine, who is wanted on suspision of a parole violation, refused to pull over for Laguna Beach police. 

During his chase on and off the freeway, he reportedly called police and told them he had a gun. He was pinned down in Newport Beach, and when special enforcement officers surrounded him, Bloustine surrendered. 

A police helicopter was overhead and TV helicopers broadcasted the pursuit live on television. 

In 2004 and 2008, he was convicted in Santa Barbara County of fraud and credit card crimes. Since then, he has a criminal history that includes bad checks and fraud in Hawaii, Arizona, Massachusetts and other jurisdictions.
