Ventura County City Announces Managerial Changes

There are yet more changes in the executive staff of a South Coast city which has been trying to emerge from financial turmoil.

The City of Oxnard has announced the selection of two new department heads, while a third leader has announced she is leaving. Jim Throop has been appointed as Oxnard’s new Chief Financial Officer. He has more than three decades of experience in public and private financial management, including posts with the cities of Paso Robles and Glendale. Darwin Base is Oxnard’s new Fire Chief. He’s been with the city’s Fire Department for nearly three decades. Throop and Base will take over their new duties November 7th.

Meanwhile, Assistant City Manager Maria Hurtado is resigning as of November 23rd. In a letter to the City Manager, she says she’s proud of all the work they were able to do to stablize the city’s finances. Hurtado says she’s accepted another job, isn’t saying where yet.
