The Santa Barbara City Council could see the majority of its members replaced by voters this year.
2019 starts with Councilman Gregg Hart stepping down to take a seat on the Board of Supervisors. His post will be filled by a temporary appointee in mid-February.
Later this year, that seat will open up for a full vote in the November election, along with three other council seats.
That would allow four of the seven seats to theoretically be filled with newcomers at the swearing-in ceremony in January 2020.
