Concern about the potential for large coronavirus outbreaks in jails has prompted the state to put a zero-bail rule in effect. This applies to most misdemeanor and low level felony offenders.
That's led to more than 30 offenders being booked and released multiple times from Ventura County jail facilities.

Qualifying arrestees are booked and released without having to post any bail.
The move has reduced the jail system's average daily population from more than 1400 inmates to around 900.
