The recent rainfall is a welcome occurance to drought impacted Santa Barbara, and Ventura Counties. But, it's still a drop in the bucket compared to what's really needed to ease the crisis. KCLU's Lance Orozco talks to some regional, and state leaders about the situation, as well as about a state plan to try to provide some long term solutions.
