Legislation By State Senator From Santa Barbara To Ban Forced Sterilizations In Prisons On Governor’s Desk

A bill authored by a state senator from Santa Barbara which would ban forced, or coerced sterilizations in California prisons has been passed by the legislature, and is now on the governor’s desk for his action.

Democratic Senator Hannah-Beth Jackson of Santa Barbara authored Senate Bill 1135 after there were media reports of forced sterilizations at a Central Valley women’s prison.  The legislation would ban the procedure in correctional facilities for the purposes of birth control unless it is necessary because of dangerous medical conditions.  If the procedure is recommended, the patient must be offered a second option from another doctor, and counseling.
