A state senator from Santa Barbara County is co-authoring legislation which would require colleges to do more to deal with sexual assaults on campus.
Democratic Senator Hannah-Beth Jackson of Santa Barbara teamed up with Senator Kevin De Leon, and Assemblywoman Bonnie Lowenthal for SB967. The bill is aimed at requiring colleges to adopt policies which would ban the use of alcohol, or drugs as an excuse for incidents. It would also require a policy that if an individual is asleep, unconscious, or incapacitated due to drugs or alcohol, the argument can’t been made that they somehow consented to sexual activity.
Other parts of the bill include mandating colleges to have comprehensive prevention programs, as well as links to organizations which help sexual assault victims.
