It seemed like an offer too good to refuse.
Ventura County may be eligible to receive a more than $40 million dollar state grant, which would pay 90% of a badly needed new medical unit for one of the county’s jails.
But, some residents, and city officials in nearby Santa Paula oppose the project, because they feel expanding the Todd Road facility would create a stigma for their community.
