The State Assembly approved a bill by a Santa Barbara County legislator which would give local governments more power to block the subdivision, and sale of spots in mobile home parks.
SB 510 is legislation which would further regulate the breakup of the parks into small plots of lands, for condominium style ownership.
Many resident groups have asked for the change, because they say conversion of the property allows park owners to circumvent mobile home rent control laws.
Democratic Senator Hanna Beth Jackson, who authored the bill, says there is currently legal uncertainty over the ability of cities, and counties to regulate the conversions.
The bill now goes to the State Senate for consideration.
There are about 5,000 mobile home parks in California.
