Law Enforcement Officers Use Taser Shots, Beanbag Gun Blasts To Capture Man With Knife On 101 Freeway

Law enforcement officers had to fire a taser more than six times, and use multiple shots from a beanbag gun to arrest a man armed with a knife on the 101 Freeway in Goleta.

There‚Äôs no word on what Harley Brian Kelley was on the freeway just after 1:30 p.m., but it closed the freeway in both directions near Patterson Road. Officers say he threatened them. They tried to convince the 62 year old Goleta man to surrender, and when he didn’t, they tried using a taser multiple times. Kelly was wearing heavy clothing, so the shocks were ineffective. The beanbag blasts stunned the man so he could be safely taken into custody.

The northbound lanes were quickly reopened, but it took longer to get the southbound side of the freeway reopened. The man was treated for minor injuries, and arrested for assault with a deadly weapon against a peace officer.
