Second Person In Custody In Connection With Santa Barbara County Fugtive Arrested 18 Years After Fleeing U.S.

Santa Barbara County Sheriff’s detectives say there’s a new twist in the arrest of a fugtive wanted for a molestation case that’s nearly two decades old. Investigators with the Santa Barbara County Sheriff’s Department Felony Fugitive Unit say they’ve arrested a Santa Barbara man they belive aided the fugtive for about six years.

Detectives say Jeffrey Parrish was arrested in 1994 for molesting a four year old Carpinteria girl. After posting bail, he fled the country. Cold case investigators with the Sherrif’s Department, and FBI reopened the case, and found him in Guatemala. He was arrested there, and brought back to Santa Barbara County to face charges. He pled not guilty in court to the allegations yesterday.

Now, investigators say they’ve arrested Luis Urbina of Santa Barbara for aiding, and concealing Parish. Urbina is from Guatemala. Investigators say the 43 year old man sent money to Parrish via Western Union, and helped Parrish communicate with his 90 year old mother, who lives in Santa Barbara. Uribina was her caretaker. He’s accused of concealing, harboring, or aiding someone wanted for a felony.
