A South Coast congresswoman is co-author of a bill which attempts to tighten up on rental car safety, legislation prompted by the death of two Ojai sisters.
Raechel and Jacquie Houck were driving a rental car in 2004 which had been the subject of a recall notice, but the company didn’t pull the car off the road, and it led to a fire, and crash which killed the sisters.
The legislation by Democratic Congresswoman Lois Capps of Santa Barbara, and Democratic Congressman Eliot Engle of New York would prohibit rental car companies from leasing, or selling any vehicles under recall.
In the past, some rental companies, including Enterprise, which leased the car to the sisters, have opposed similar legislation.
Hertz has joined some consumer groups in supporting the bill.
